They also define how PACS platforms must function to meet government-wide requirements for secure and interoperable identity management.

Federal Government access control requirements typically fall under
two applications:

  1. FIPS 201-3 mandated openings which require strong authentication protocol. These door openings, typically on the building perimeter, require strong authentication protocols to validate the certificate data on PIV credentials. They typically require a significant amount of data, so locks and access control hardware that are fully FIPS 201-3 compliant are usually hardwired directly to the PACS.
  2. Uncontrolled openings within the facility that simply need to read the PIV credential. Not every door in federal facilities requires a fully hardwired security solution—some openings just need access control that’s compatible with the other higher security solutions. Federal facilities can now extend their FIPS-compliant PACS deeper into their facilities while still utilizing the same PIV credential. Installation of wireless and integrated hardwired locks can reduce installation costs and provide greater flexibility.
